Foundation hospitals?

is anyone working at a hospital which has been on trial as a foundation hospital? How is the difference and pay? Im a D grade just had 1st increment.The AFC is suppose to come into affect in Oct 2004 but has been put back by government to Dec 2004. Our hospital is one that got its 3 stars and is going to be a foundation hospital when it all comes into force. Just like to know what your opinions are of it. Thanks :)
