I am RN Nurse in Mexico, I haven't practice for 20 years can I apply to get RN license in California?

You will have to talk to someone at the Board of Nursing in California but I'm afraid this may be a difficult process for you. You have to prove your education meets California standards and will have to sit for the exam. Are you a US citizen? That may also be an issue.

unless you have a US SSN you cannot apply to California. Lots of changes have happened in 20 years so I wouldn’t be surprised if you are required to take up some sort of refresher course. Which ever state you apply to will have requirements and you will have to meet them before eligibility is given to sit NCLEX
Yes, I am US citizen. I did apply about 10 years ago but I had a personal problem and stop the application, I have all my documents, my school sent the application to the board and my transcript were translated in English but due to personal issues I stop process. I also took an refreshment course here (10 years ago)
Then I would resubmit application and see what they say
