Foreign grad passed CA NCLEX but did not receive license. Concurrency issues?

I took the CA NCLEX in 2008 and passed the exam, after which I received a letter stating that I need to submit my SSN in order for me to get my license. I am a foreign graduate, and back then, I was still in my home country. I did not have an SSN to submit, so I had my license endorsed to Texas. In the CA BON letter, it stated there that if the CA BON does not receive my SSN within three years from the date of the letter, my application would be considered abandoned and my file destroyed. It has been more than three years since. However, I just recently applied for a CGFNS visa screen (2014) and they had me apply for a verification of license from CA. I am thinking that CA BON still has my records because CGFNS was able to complete my visa screen (which they pended prior to my verification request from CA BON). My question is this - being that my original state of application is in CA and I took the NCLEX at a time when concurrency was still not an issue, will they give me a license if I reapply and submit my newly acquired SSN? Or will I run into the same concurrency issues that foreign graduate nurses have been encountering?
