Did you check the requirements listed on the board of nursing website for a nursing license by examination as an internationally educated nurse? That would be the definitive source.

I did read in their website and it says there that "foreign nurses who uses english textbook and taught in english is exempted to take the english proficiency exam. I don't want to start sending out my papers to Florida BON as long as I know the exact requirements for NCLEX RN.

It's not NCLEX requirements but requirements for a nursing license by examination. NCLEX is one step. You will not know if exempt from demonstrating English proficiency until your credentials are assessed by CGFNS or other agent and report issued. If you do not have a valid SSN you will not be issued a license until you provide one.

Until the CGFNS report is ready and states on it that your education was done in English with English text books you can not know whether you have to take English exam or not
