I currently reside in the state of CA, will be hoping to endorse my lvn license to the state of Texas. I am following the steps from the Texas BON and it appears that for residents residing outside of Texas should pay for a hard card submission. I do know that this will take longer (3-7 weeks to process). Would it be better for me to go to my local Identigo center to have those electronically submitted, or to go strictly by what is being recommended on the Texas BON website?

If the website states that out of state residents must turn in a hard card, why would you do anything besides what the stated requirements are?

The Texas BON has very rigid rules and regulations. If you do things "their way" then everything should be processed as expected, or perhaps a bit faster (sometimes). You're at their mercy, but that's just how it is.
