First step is to find schools that have an ABSN program and look into their requirements, then choose the program that looks like it will best fit your needs. This is the same first step you would take if you were considering a BSN program, ASN program, or a diploma program, or for that matter, a higher degree in computer science. Good luck.

I'm not sure about the permanent residency part - you're better off contacting the programs you're interested in about that. For prerequisites, you simply apply to a school (community college is cheapest!) and register for the classes you need in order to apply to ABSN programs.

In addition to ABSN programs, there are also Direct Entry MSN programs for people with a non-nursing bachelor's degree. These MSN programs result in an RN and also typically a CNL (Clinical Nurse Leader) or CNS (Clinical Nurse Specialist) certification.

To fulfill nursing school prereqs, there are a lot of online options. Most community colleges have online courses you can sign up for. In addition, many 4 year universities offer "Extension" programs with online classes which anyone in the world, literally, can sign up for. In California, UC Berkeley, UCLA, UCSD, and all the other public universities in the state have such programs. The downside of this is that they are more expensive than community college.
