excelsior information literacy

For excelsior what best way to do information literacy? I read somewhere if you do it. With your local librarian its cheaper. How would I do thiis

The best and cheapest way to get this requirement out of the way is through Penn Foster. Can't recall anyone ever complaining about their course.
