English-speaking nurse not allowed to waive English Proficiency exam

Dear Nurse Beth, I am applying for a VisaScreen and would like to inquire about the possibility of waiving the English Proficiency Requirement. I have been informed by CGFNS that this requirement will not be exempted due to my first degree in Nursing being obtained in the Philippines. However, I would like to clarify that I completed a 3-year Bachelor of Science in Adult Nursing in the United Kingdom in 2018 and am currently working as a registered nurse with an active NMC PIN. Given that my recent nursing education was in the UK, an English-speaking country, and I am now practicing as a registered nurse, is there any possibility to reconsider or waive the English Proficiency Requirement? I look forward to your guidance on this matter.
