Hi there, congrats on passing the NCLEX! I think based on some other reads here, I think if you don't have a SSN to get the CA license issued, then in essence, you don't have a CA license to endorse at all. I would write to the CA BON today if you haven't already and explain the situation exactly how you did here. I would send them an e-mail versus over the phone if you can actually get a hold of someone in person.
It's best to get your answer directly from a CA BON employee.

But just to make sure we're all on the same page. There are others here who have been granted a license from NM and like you here, a CA license. However, do you have or will be able to actually put the license ID card in your purse or wallet? Or can you put the license in a picture frame to hang?
The reason I ask is that one can have a valid license, but they don't have one in real possession until the SSN is provided, which is needed to start applying for a job then must show them yo have it. I know many states the hiring place can verify via on-line, but I think they also want to take a copy of it for their records.
"Granted" the license can be subject to giving them a SSN and then after that, to be in real possession of that license.
That will be a great plus for those in the same position as you, if TX doesn't need a SSN. I know someone here has a VT license, but come her renewal time, it will not be done without showing the BON that SSN.

I have one in real possession..Its about half the size of a short bond paper declaring that I am entitled to be styled and known as RN..it can actually be placed in a frame and can be hung. The BON had stopped distributing wallet-size licenses according to them. No harm done if others will give it a try!

May I know:
a) if a foreign educated nurse (e.g., from the Philippines) who passed NCLEX-RN through the State Board of CA can become eligible for Endorsement Pass to Texas State Board, considering that CA Nursing Board did not actually issue a CA license to the nurse due to non-presentation of a US SSN within the prescribed period?.
b) is the Paper Application Process prescribed by Texas State Board to international nurses educated outside America and Non-holder of a US SSN applicable to this case?
