It's not a school but a test prep company. They cannot grant degrees
From their website
Distance Learning Systems Indiana is an educational publishing company specializing in preparing individuals to pass nationally standardized proficiency exams. Our programs are for students who wish to earn college credit through testing.
They are no different than The College Network or Rue in that all their fees are on top of the tuition and fees charged by Excelsior College, though they do not state the name of EC as they are neither affiliated nor endorsed by Excelsior.
So if DLSI is not a college, then why would someone use them? Can't you go go straight to EXcelsior instead of having to pay DLSI and then excelsior?
Exactly, unless you need additional study guides and tutors, you can go directly through Excelsior and save several thousands of dollars. EC offers exam content guides free to enrolled students. Since DLSI is not affiliated with, endorsed by or authorized by EC (hence the "degree is granted by an (unnamed) accredited NY college" statement you have no guarantee that the material given to you by DLSI is accurate or even on the exams. This happened to some students using TCN as thenTCN modules had outdated information.

I am using DLSI. I just passed Transitions today using them. The material and extra help keep me on track.

Yes. In addition, people who need or want the 'extra help' of their study guides and test prep materials can procure them secondhand off Ebay or Amazon for $30 each (or less). In this sluggish economy, tutoring can be negotiated for less than $20/hr.
