diversion of narcotics with negative drug tests

Can you have actions taken against your license for diversion if you have all negative drug screens? (UA, blood, hair follicle). My accusations are for co-sign discrepancies and missing meds. Does the the BON see that med errors or diversion?

Yeah,Possibly as thrift. I am reviewing the discipline actions on my states website and when I see diversion charges it’s all from nurses admitting to the action or testing positive.
