I got my BNS degree in 2014 but obtained my license in 2018. I don't know how identify myself in my resume or cover letter. Should I put graduate or new licensed nurse? Please give some advice. I don't think that I'm a new graduate anymore since 4 years have passed by.

You are an "old, new graduate", but that doesn't sound good. I think I'd go with "newly licensed".

I'd say "newly licensed nurse" as well. You are not a new graduate. I would expect facilities to be weary about hiring someone who graduated 4 years ago but has no professional experience, though. Do you have a good explanation for why you took 4 years off after graduating?
