One of my main reasons for travel nursing is wanting to live in specific cities, not just regions. So far I've found that it can be difficult to get assignments when I'm that picky about location. Is it appropriate to call a hospital directly and ask if they use travel nurses and if so, what companies they work with? Who would I call? HR?

Yes. HR or staffing, depending on the hospital. But unless you want a specific hospital and the five agencies you have signed up with do not have that specific hospital, it is not a very efficient way to find a travel assignment in a city with , say, five or more hospitals. An agency can tell you in seconds if and how often and at how many hospitals they have assignments in a particular city, but it is very difficult to get HR on the phone.
