Confused about Loans... Help?

I am transferring to another school. I took out a Perkins and Stafford loan at my current school and I plan to keep the Perkins loan at my new school but drop the Stafford. My current school is saying that I need to close out both loans and reopen the perkins at the new school. Well they gave me the website to do the exit counseling at. There is an option for Stafford exit counseling, Perkins exit counseling, and Combined exit counseling. When I click on it it says: Before you graduate (or if you drop below half-time attendance), regulations require that you complete an exit counseling session. The counseling session provides information about how to manage your student loans after college.

I am not graduating and I am not going below full time attendance. I am transferring schools. Are they going to bill me if I do this? I am so confused about what I am supposed to do. Should I wait until Monday to speak with financial aid. They wanted me to fill this out so that on Monday I could close out my account with them, but I am not quite sure what I am supposed to be filling out.
