Confused foreign student nurse in the Philippines .

I am a japanese citizen studying nursing in the Philippines. I can’t take the nursing license in the Philippines because im foreigner. 
 

I thought that Philippines was cheaper in terms of schooling, and my english is better than my Japanese so I decided to go to a Philippine nursing school 

Are there any nurses in Japan who were able to take the Japanese licensure exam without having a license from the country they graduated from? Does Japan required you to be licensed before taking their licensure exams? I have been looking at forums but they’re from 10 years ago. The Japanese licensure board states that you do need to be licensed but I don’t know how in the case of Philippines BON not giving RN license to  foreigners.

I just wanna know if there are people in my situation and what were your processes in being a licensed nurse like?
