Can CNA apply restraints?

Under the direction of an RN, I think CNAs can apply restraints. CNAs who work in psychiatric hospitals are esp. trained to do restrains in all forms, and are allowed to put the patient in restraint if they are in danger. But under "normal" circumstances, the RN has to initiate it and assess the need for a restraint and then assess the patient after and periodically when it is applied.
