I got a checklist in my online account in the NJ state board website and the english exam wasn't included. In their site it was only stated that foreign graduates who are applying for licensure by EXAMINATION are required to take the exam, nothing is said about those foreign graduates seeking licensure by ENDORSEMENT.

Maybe talk to CGFNS and tell them that endorsing doesn't require English exam
it does now. As of at least 2015
I see nothing in the Endorsement section that indicates that you need English exam. There is a requirements to provide proof of citizenship or immigration but nothing on English exam

I am a newly registered nurse in New York (got my license last March 2016) and now I am applying for endorsement here in New Jersey. I graduated BSN last year in the Philippines but I am already a green card holder since 2006. I was informed today by CGFNS that my CES report was successfully completed but they can't send it yet to the NJ state board because I should take first an english proficiency exam (toefl etc.). I have the same case with my older sister, she's an RN in NY and applied for endorsement in NJ but she didn't anymore take an english proficiency exam.
Now what should I do?
