How does the RN certification work exactly? Is it only for the state you took the NCLEX-RN in? Or do you have the option of working in another state whenever you want? Do travel nurses have to take the exam in every state they want to work in?

Definitely seek licensure in the state where you plan to live and work. When you complete your degree you can apply for licensure by exam with the California Board of Registered Nurses (BRN). You can physically take the NCLEX in any state, it will just be done under the authority of which state board you apply to for initial licensure.
