Can I renew my DC/NY RN licence from overseas?

Wow I've found a whole wealth of information on this forum - thank you!

I couldn't find anything on my little problem though...I am about to take the NCLEX in either DC and after a few years will probably work in developing countries for several years before returning to the US. Can I renew my DC RN licence from overseas? (I am not a US citizen).

Also, do you think experience in the charity sector in developing countries will help/not help me find a job when I return to the US? - I plan to work in community health/maternal child health (I don't need visa sponsorship, I can work through my hubby's work visa).
