California License Question

So I have requested a hard card for my fingerprints to submit for my California license and it is taking soooo long. I want to say my first submit was in September and I have done a couple since then. Is this normal for it to take so long for this? Can I just use the generic form at my local police station? Does anyone have any experience doing it this way? I want to put a phone call in to see what is taking so long but I've heard its hard to get through. According to the BON website they are up to date on their send outs of this but I find that hard to believe. TIA!

Yes, you can use the standard fingerprint card (I believe the form is called the FD-258 if memory serves). You will be better served if you can visit California to do the Livescan process. You have just touched on the possible delays with paper cards.

I would contact Capitol Livescan for the details. From what I understand, they need two paper copies and then digitize your prints.

Before the travelers conference, I thought it might just be possible to out of state collection with finalization by a California Livescan provider. Right now, the answer is you cannot. Now it might well be possible to fool the California DOJ about where the fingerprints were physically obtained, but that could place your license in jeopardy even after it has been issued as the rules say it must be done by a California provider (and rules I cannot find current require the prints to be done inside California).

In any case, that is exactly what the DOJ does to fingerprint cards they receive, they digitize it. So I'm not sure anyone would see a time benefit do using a third party converter. Massive delays come from fingerprint cards (in addition to the needless wait to have the BON send them) from the digitizing process not being able to read less than optimal fingerprint cards. That really puts a wrench in the licensure process and why it is so much better to do the direct Livescan (which unlike cards can have contrast and other input characteristics changed automatically per finger or even manually in difficult cases). No smudging et cetera.
