Please can someone tell me if it's possible for your state board to transfer you to another state board if you haven't passed your LPN yet??

Doesn't quite work that way :)
What you can do is you can apply directly for licensure in the state in which you want to "transfer" to. You don't have to live in that state in order to get licensed there, and you can take the NCLEX-PN wherever you are currently living.
So if you want to be a LPN in CA (they're known as LVNs here. Same thing), go to the CA BVNPT website: Board of Vocational Nursing & Psychiatric Technicians
And look up how to apply for licensure by examination.
If you're in CA and looking to go to another state, then go to that state's BON website (keep in mind that in some states, the LPN and RN boards may be entirely separate entities and so have separate websites) and look up how to apply for licensure by examination there.
