I passed the NCLEX in 2021 and got my AZ RN license in 2021 as well. I got my CA RN license May 2023 and I'm due for renewal this year due to my birthday. However, I'm confused if I need the 30 CEUs or just the implicit bias class? I see this on one page of the Breeze website:
During the first two years immediately following initial licensure in California or other jurisdictions, licensees shall be exempt from completion of the continuing education requirements specified in Title 16, California Code of Regulations Section 1451, with the exception of the Implicit Bias requirement.
And then I also see this on the Breeze website:
In accordance with AB 1407 (Burke, Chapter 445, Statutes of 2021), starting January 1, 2023 a licensee still within the first 2 years of holding their license, immediately following their initial licensure, must complete one hour of direct participation in an implicit bias course offered by a continuing education provider that has been approved by the Board of Registered Nursing.
That last paragraph confuses me because I've technically had a RN license for more than 2 years but I've never renewed either AZ or CA license before so I'm not sure if I'm exempt from the 30 CEUs? Any help would be appreciated as we all know it's nearly impossible to get a hold of the Board.

Highlighting differences between 2 states license requirements.
AZ license 2021: renewal q4 years, no continuing education requirement, 960hrs work requirement or nursing refresher course.
CA license 5/2023: renewal every 2 years birth month., need 1hr implicit bias course within initial license period; thereafter 30 hours approved Continuing Education for License Renewal. CA Approved CE Providers can be verified using the DCA License Search. No # work hours required.
Just need implicit bias course for 1st CA renewal.
Update: I got a hold of the board... the answer is that I do need the 30 CEs unfortunately. 😕

The wording is a bit odd but it just means that if you're fresh out of school, you don't need to do the 30 hours of CE for the first 2 years. If you've obtained your license elsewhere and subsequently applied for a California license, they're going to base your "need" for the 30 CE hours beginning with the 1st renewal cycle that's at least 4 years after your initial licensure. Incidentally, that CE is going to need to be acceptable to California. Out of State CE might be acceptable if it meets certain criteria.
