CA License by Exam or Endorsement - Education Requirements (out of state student)

Hello! Does anyone know the official Education Requirements for CA endorsement license applicants? I've emailed the CA BON but I have not heard back. The application for endorsement says that you must meet the requirements but the requirements are not made clear.  Thank you so much!

I acquired a California nursing license back in 2009 and never used it so things might have changed.

To the best of my recollection:  Graduation from accredited school of nursing, active RN licensure in another state, 30 CEUs within the previous 2 years (ongoing requirement to renew), fingerprint check via DOJ.  And whatever fees they're charging.

My license took 6 months after I submitted all the documents.  During that time the governer fired most of the Board because they were too slow at investigating complaints.  So I surmise there was a whole new crew getting up and running.

For several months I tried periodically calling to check on the status of my license.  I would consistently get a recording "mailbox is full; try again later".  Eventually got through to a live person who said my fingerprint report was holding up the works.  I checked with the agency that printed me and was assured the prints were sent to the DOJ.  When I checked back with the Board a week later, they commented "You called the DOJ."  Anyway my license finally arrived a week after that.
