In 2 years I'll be out of high school, and I really want to be surgeon. So I've been doing research that to be in a med school you need a 4 year college course. And I'm thinking to go take a BSN program in the Philippines. After that I'm planning to take med school here in the US will they acknowledge my BSN degree from the Philippines? And can I still be able to get student loans?

Pre-med undergrad courses are much different than what you'll get from a BSN. You would need much more time in upper-division sciences to be prepared for med school. A BSN program will train you to be a nurse. A guidance counselor should be able to help you choose a path for your undergrad that would prepare you for the MCAT.

They will probably not accept any of the credits for med school

Nursing is not a stepping stone to medicine. It is an entirely different discipline. If you know medicine is what you want, why not just pursue that directly? A nursing degree will still leave you lacking a number of courses required for medical school, will not give you any advantage in the admissions process, and will not give you any advantage or shortcut in medical school.
