I am looking to take a 9 month breast feeding course (400 clinical and 300 classroom hours) in Israel through the Ministry of Health, to learn to teach new mothers how breast feed their babies.
Would such a certification be transferable to the state of California? If it is not, is it possible just to be retested instead of re-doing the entire course?
In California, do hospitals do courses like this individually by hospital or through one (or more) regulating authorities?

Are you going to get La Leche League Certification? (LLLI | Pathways to Becoming an IBCLC ) If so, you should not have a problem utilizing that as a credential. It should help you get a job in California (or any other state, for that matter). Look for a hospital that has a Lactation "team" supporting post partum Moms.
Univ of Ca, San Diego has a Lactation Consultant program: Lactation Educator Counselor Training Program - UC San Diego Extension. I'm not sure if it is analogous to the course you plan on taking. I always wanted to take this class, but never had the money or time (single mom of a special needs child).

IBLCE offers the only International certification in lactation.
I would encourage you to look into the pathways. Surely one will work for the program you're taking.
