Best state to apply for NCLEX.

Hi.

I am a RN from the Philippines.

Because of the recent change in Cali BON, requiring applicants to have SSN before applying for NCLEX, can you suggest other state that allows foreign nurses to have LICENSE even if they don't have SSN? I've heard that in some states, they will give you a license even if you are still in the Philippines, is still true?

Can you suggest other country/s that are open or accepting foreign nurses.

Australia appears to be the main one that is attracting Foreign nurses.

There are some states that will issue a license without a SSN but you would be better looking up yourself which ones do, some now don't issue a hard license but issue you a license number that can be found online
