Bad pop-up. When can I re-apply in CA?

I got the bad pop-up. I took the exam yesterday 8am and checked for the PVT trick 4hrs and 12hrs later. Still it declined my card. (Changed expiration date but correct info)

When can I retake the exam? Do I need to wait for the official results before I can retake the exam? Please need your help. It was my 1st time to take it.

Yeah I did it online on Breeze about 4 days after I got the letter.
