oppose tax clearance proposals
oppose tax clearance proposals, as found in the report of the pennsylvania department of revenue mandated by act 46.
this detailed report by the pa department of revenue outlines the plans and costs concerning a statewide tax clearance for licensees, permits and registrations. the proposal would allow for the state to attach license renewals to the payment of any state taxes.
this proposal is flawed below its surface. with short time frames for health care workers to contest inaccuracies and no mechanism in place to expunge disciplinary errors health care workers may find it more prudent to leave the profession or the state all together. the department of revenue's extensive report only considered the feasibility and fiscal implications of the tax clearance proposal. the report did not consider its constitutionality, nor did it consider the indirect impact on the quality of care in pennsylvania.
fact: nurses represent almost 25% of the over 800,000 licensed workers in pennsylvania.

I was talking to someone who was considering taking a job at a VA hospital. This person stopped considering it whenl they came to the part of the application that asked if they had any federal tax problems in the past. It brought them up short because it so happened that they were in a dispute with the federal goverment over taxes and did have some outstanding taxes. Now I know that Karen's article is about state taxes but sometimes one thing will make you think of another. I must admit that I did not know that not paying income tax could keep you from getting a federal job as well. My brother once returned a duplicate income tax refund check to the IRS, he already had gotten his refund and cashed it when a second check for the same amount showed up. When he was interviewing for a VA job the interviewer knew about the returned check and mentioned it. My brother was offended by this and stomped out of the interview. It disturbed him that some flunky knew his personal business and brought it up as if being honest were a crime.
