AROM at -2 station?

A resident decided to do an AROM on my pt at 8/90/-2. I asked her if the head was engaged, and she said yes. My question is, is she right? I though the head was engaged only at 0 station, and anything above that would risk a cord prolapse? Can someone clarify please?
