Short Answer - No out do not need to be a RN in PI to qualify

Other Answer - You will need a CES from either CGNFS or IER (Confirm with BON), for your local transcript. Other than that it's pretty basic to sit for NCLEX to be RN in Arkansas

But calling isn't always necessary there are email contact details and at the end of the day the BON makes the final decision and can decide that they want local license if you can sit it

Correct in the USA the BON per state wil make the decision
