Juts got word that it was actually published officially in the US State Dept's website as some were able to see it, linked it and copied the whole thing so it is sure that it was really published. There might be reasons why it was pulled out.
There might be changes, so take what you see from other sources with a grain of salt for now and let's see if there will be any changes once it is re-published by the US State Dept.
Many left wondering why it was pulled out. The only major change was that EB2 India went from Unavailable in March VB to Dec. 2003 in the April VB. The 2nd reference below is from someone who was able to copy the whole thing before it was pulled-out. Also, just noticed that the two are different. Noticed that EB3 PH in the first ref. shows "C" while the 2nd one shows July 1, 2005. Everything else is the same. The first ref. maybe a mistake on his part ?? Most I saw that was able to copy it before it being pulled out was EB3 PH was just July 1, 2005.
EB3 Mexico on the first ref. below also shows that it is "C", so EB3 Mexico/Philippines showing "C" may be a simple, honest mistake on his part ??

As of this writing, the Mumbai Consulate has not pulled-out what they have posted. FYI, most US consulate or US Embassy websites I know, do not post anything on their own. They mostly just post a link to the US State Dept's website for the official Visa Bulletin.
So why was it pulled out? An April fool's day joke in advance or a parting shot from Emilio Gonzalez?
Hard to say. The immigration lawyers are puzzled as well. It could innocently be just simple technicalities on their servers or website or whatever or there really will be modifications on it.
We have to see and compare any changes made on it, if there are, on the next working day when they re-publish it. Good thing that people now are immediately copying or saving copies of the VB as soon as it is publish ever since what happened on the July VB fiasco last year.

This is the possible April VB. This has not been uploaded to the officially to the US State Dept's website as of this writing but has already been seen on Mumbai's US consulate website and in other websites.
