Applying for NCLEX... Need to take an ESL course:(

Hi! I'm applying and currently completing the requirements to take the nclex... I've been trying to find an ESL course because I was required by the Board of Nursing after failing the TOEFL twice. It should have a certificate of completion, or any documentation that I completed and passed the course. I've been searching the net for a couple of days but most of the programs require me to have a student visa or the certifications are for teachers. I'm currently a dependent for a non immigrant visa, but I'm just taking my chances, hoping I can complete the requirements and (fingers crossed) get an att to take the nclex...

Can anyone suggest any ESL program that has a certificate of completion or has any proof for completing and passing the course? It would also be great if it was online:) Thank you for taking the time to read! I truly appreciate it:)
