I took the nclex without a SSN. It will depend on the BON. Some will let you take it some won't.It's not shady at all. It's what canadian nurses have to do to get a US license and the appropriate work visa.
Some states allow it (although fewer and fewer as time goes on). California definitely doesn't.

Shady is not the issue. CABRN & CABVNPT will reject any application for licensing by examination (without refund of fees paid) that fails to include a valid SSN or ITIN. Cut & dry. No SSN or ITIN no chance in CA

I am preparing to take the california RN- NCLEX test.
I am wondering if I have NO SSN(Social security number) nor ITIN(I am not qualified to apply)would I still be able to" apply" my Examination Application Requirements
to take the test?
Can I apply and take the exam first to get the " Certification of passed the examination"?Then,get the RN-license until I got my Social security number?
I only need to have the " Certification of passed the examination" first,
because I will get the SSN in the future but it may take a while.
If I just keep the blank empty which is needed to be filled in SSN or ITIN in theExamination Application Requirements Form.
Would I still be able to be eligible to take the registered nurse licensing test if I meet all the requirements of qualification only without SSN and ITIN
