Do any of these scholarships help with the national certification test?

I am not aware of any resources that assist with the NBCSN test fee (www.nbcsn.com). Even though it is expensive -

$225.00 - Application fee for NASN Members
    $300.00 - Application fee for Non-NASN Members

    - it is one time only. You maintain certification by providing evidence of CEUs.
