bed bugs...need your advice

So I am currently working with a family on a bed bug issue along with other services helping. In the meantime, we found a bug in this students belongings (alive and crawling in their library book). And until the infestation is controlled we have asked this student to bring in his belongings (coat/hats/bags) to the nurse's office to be bagged during the day and he can pick them up at end of day. And we are following other protocol per our states guidelines....but my question for you would be regarding a cousin of his that goes to his house every night after school. His cousin gets off the bus at his house everyday. I am wanting to bag the cousin's bag too, but of course the mom will be curious as to why Im bagging her son's items.I don't know how to handle this issue without violating Ferpa (tell her that the home she sends her son to after school has an infestation of bed bugs).

I would ask the family that you are dealing with if they have informed the parent of the child that goes to their home that there is a problem. Bedbugs have become virulent and they need to be contained. If they have not I would ask permission to speak to this parent or say that you are obligated in some way to notify those who have been in contact with the home.
