Act 31 of 2014 requires that all RNs, LPNs, CNSs, LDNs and CRNPs complete two hours of Board-approved Child Abuse Recognition and Reporting Continuing Education (Child Abuse CE) in order to renew their licenses. Under this Act, the Board CANNOT renew a license until the Board receives verification from the provider that the licensee has met the Child Abuse CE requirement.

If your license expires April 30, 2015, and you have not yet completed the Child Abuse CE, it is important that you complete the Child Abuse CE requirement now. A list of approved providers as well as additional information about Act 31 can be found at www.dos.pa.gov under the heading TRENDING Mandated Child Abuse Reporter Training Under Act 31.”

If you have already completed the Child Abuse CE for your April 2015 renewal but your license has not yet been renewed, contact the Board-approved Child Abuse CE provider to ensure that the provider has submitted an electronic certificate of completion to the Board. Providers may take up to 7 business days to electronically transmit verification of your completion to the Board. DO NOT submit a paper copy of your certificate of completion, as proof of completion must be transmitted directly from the provider.

If your license does not expire in April but you want to complete the Child Abuse CE in advance of your renewal, you may, so long as it is completed within 2 years of your renewal.

What is Act 31 and who is required to comply with the new law?

Act 31 of 2014 states that the Bureau of Professional and Occupational Affairs (BPOA), in conjunction with the Department of Human Services (DHS) is required to ensure that all persons applying for issuance of an initial license as a health-related licensee or funeral director (mandatory reporters under section 6311 of the Child Protective Services Law (CPSL) (23 P.S.§ 6311)) shall be required to complete 3 hours of DHS-approved training in child abuse recognition and reporting requirements as a condition of licensure.

Additionally, effective with the first license renewal after January 1, 2015, all health related licensees and funeral directors applying for the renewal of a license issued by the Board are required to complete at least 2 hours of Board-approved continuing education in child abuse recognition and reporting requirements as a condition of renewal.

Act 31 applies to all health-related licensees (except for licensees of the State Board of Veterinary Medicine), regardless of whether they are subject to the continuing education requirements of the applicable Board. For example, although licensed practical nurses have no independent continuing education requirement at this time, they are required to complete the Act 31 continuing education in child abuse recognition and reporting requirements.

PSNA - Mandated Child Abuse: Courses Added

PSNA announces three new mandated child abuse educational sessions titled "Identifying and Reporting Child Abuse and Neglect".
