RN from the Philippines to California (license)

Hi,

My fiance is an RN in the Philippines, she got her degree from a university in the Philippines. She has her American RN license in Vermont and would like to get it endorsed to California. I've read some posts that discuss difficulties in getting the Cal license because there are more requirements and stricter rules. I read that there can be "deficiencies" that have to be corrected, i.e. classes that have to be taken to complete the requirements. But it can be very difficult to find a school that will offer those classes. I also read that it has become more difficult to get a Cal RN license since 2010 when some rules were changed. Does anyone have any information they could provide? Are there any Filipinos out there that have had any recent experiences with this? Thank you in advance.

No brand new rules were ever changed, the "concurrency" rules were already established in 1987 but was relaxed until the CA BRN started to strictly enforce in Nov. 2011.

Yes, there are over several thousands of applicants from the PH alone (from a couple of other PH forums) that have been unable to get license in CA either as a first-time or via as an endorsement applicant, unless they were able to complete the deficient courses or were found to be eligible as their transcripts showed they did meet the requirements. There have been a couple of other posters who have reported they "knew" of their other batchmates or friends had their transcripts "adjusted" by their achools to meet the CA BRN rules, but those were being fraudulently falsified. I'm sure someone over in the transcripts dept. got a few extra pesos in their pockets.

Personally, I think if all of a sudden, a few other PH colleges start to have their students of the years prior to 2014 become more and more meeting the CA BRN concurrency rules when prior students were all denied, the CA BRN may allow them to get their ATT (but will be kept in a quiet investigation status to see how wide spread these criminal acts are being conducted) and then, if there's enough evidence, one day, the CA BRN will NO longer accept any more transcripts from the PH and simply shut the door down for good or drastically reduce the amount of applicants from the PH all together.

Once the PH schools and colleges gets involved in adjusting and altering student transcripts, then, the PH schools and colleges will lose their valued and well-regarded reputation and place all of the more honest hard-working students and nurses in a very difficult situation.

If your finance received her BSN prior to 2004-2005, she may be okay with the CA BRN, as it seems those who received their CA license, were able to do so.

However, if she got it post-2005, all bets are off, there's only been a very small percentage able to meet the concurrency rules or may have been lacking in other subjects or lack of sufficient clinical hours and thus the declination of their application.

You should know that there was a meeting with the CA BRN with representatives from the CHED, PRC and PNA back in Dec. 2012 to resolve the concurrency issues.

Nothing really came out of that meeting other than the various PH agencies got an earful from the CA BRN to get their act together and straighten out their courses and clinical curriculum. The PH agencies have been well aware of the concurrency issues for many years and simply choose to ignore them and not really fix the problems (even the downward requirement of the 5-5-5 to 3-3-3 cases was a fail).

So the entire BLAME game should be aimed directly at the CHED, PRC and PNA to fix this.

The proof of the burden is not the CA BRN problem, it's yours, which is ultimately needing to get the three primary PH agencies to figure this out.
