verification of license for take the NCLEX

hi my name is minerva morales i graduate this may 2015 at el paso texas from el paso community college. I made my application to take the test, the thing is that im from Mexico and i graduate as an enfermera auxiliar at the red cross at mexico, and the BON is asking for the verification of licensure format seal and sign by the secretaria de educacion publica, but this school is not under secretaria de educacion publica and they dont want to give me the format sign and with the offcial seal i called the BON and they told me that without this format signed by this mexican authority i have no chance, so im wondering if there could be a problem if I reapply for the nclex and this time taking out this information because is not an actual license what i got from Mexico isjust a diploma.

im really concerned about this i already send an email to the BON explaining the same thing to them but they do not answer yet. if you can help me i would appreciate it a lot, thank you so much
