The instructions on the NJ website are clear enough

You need CES doing with CGFNS so go to the CGFNS website and download the forms for CES (full course by course) complete and send with payment. If you do it online be aware any mistakes can not be rectified online, you have to write to them. Better to do it by printing paperwork and posting it. CGFNS will also indicate whether your training as done using English text books in English and if this is the case English is waivered

You then complete a application form for NJ and send to them with payment

Once they deem you eligible to sit NCLEX you register with pearsonvue and they will send you your ATT and then you can arrange to sit the exam.

If IELTS is waivered then you do not have to rush to sit it but it will be required for visa screen certificate and I wouldn't rush to get that as retrogression will probably mean you will have to re new it before you get a visa as only valid for 5 years. Retrogression will take you a lot longer as it goes at the moment
