Is the ANCP still in effect

I am interested in becoming a military nurse and I am looking at different branches which can give me opportunity to pursue my goals. I received some information from the US Army by mail about their Nurse Corps program.

They have a ANCP (Army Nurse Candidate Program) it is similar to the Nurse Candidate Program in the Navy, where they cover your tuition during your years in nursing school once complete can become commissioned officers.

I have been hearing stories about the military doing downsizing and just wondering if this program is still in effect.

Is the ANCP program still active and if it is when is it the best time to apply?
