which is better doing rotc at my college or joining the reserves?

Depends on your ultimate goal. Is you are heading for active duty the reserves could be a problem as they have to release you from your committment to them before you can go active. Not to mention if you join the reserves now, they can still deploy you depending on your current designator with them. What are lookng to do?

You don't need to do either to become an officer after graduating with your BSN. Agreed, you do not need either to go active. However, if you want to get a jump start on active duty life, I suggest ROTC. It will help you get more familiar with the military, not to mention you'll get most of your uniforms before you go active.

its seems like the navy has a better program are there navy rotc programs in my area

i had asthma until i was like 11 my mom says the doctor said i was ok do i still tell the rotc people ?

When they ask, you state it just like that. "I had Asthma when I was 11, but my physician has told me I grew out of it, I currently have no medical problems."

If you are mobilized as TPU Reservist, then your college time will be interupted. IMHO, find a BSN program in your area that also as an ROTC program at the same university. BTW, if I'm not mistaken college scholarships are available for Army ROTC Cadets with interest in the Army Nurse Corps.
