What happens if I fail out?

I might flunk out this semester. I am having problems in Adult Health, and just failed OB.

If I fail out, my school makes you sit out for a year then reapply.

In talking with other students who are in their second attempt in the school, they say that if you fail out of one nursing school, other schools will not accept you for a certain number of years in your state and that this is the only reason they didn't try another school. I am trying to confirm this. I don't feel like I can right this ship and am wondering if I shouldn't withdraw now before it is too late. If i withdraw b/f the first exam i can try again next semester.

So I guess my question is. If I flunk out of school A, can I turn around and apply to school B? Is this a legit Board Rule? sorry if this question is poorly stated.
