Joint commission standards policy on retraining RNs for hospital work?

I am attempting to pick some per diem shifts and I was told by a staffing agency recruiter that because the agency is Joint Commission certified that no RN or LPN that presently works in long term care or has not worked at least 1 year in last 3 years in acute care can not do shifts in acute care and would most likely never be hired back into acute care due to this policy in the Joint Commission's accreditation manuals.

I attempted to look it up at the Joint Commission web site but could not find a standard pertaining to this. Have any of you had this experience or heard about this first hand?
