I applied for two jobs within the same health system: A new grad program located in a city, and a regular RN position in a town. The new grad program is my first preference by a long shot. However, the town hospital has been a lot quicker with the hiring process. I suspect they're going to offer me the job first.

Any suggestions about how to best maneuver through this situation?

Make your decision and then act accordingly. Try to delay the process if you are still waiting for an offer from your first choice. If not, accept the offer, and then if the second place makes an offer, respectfully, and quickly resign from the first one. Really, in today's economy, you can't pass up an offer with no guarantee that the second will make an offer. Best wishes.

A bird in the hand is worth two in the bush. You have not been offered the new grad program nor the staff position. I woud try to pospone the staff position for the new grad program as it will ease yoru transition into nursing. But jobs are scarce......I agree with caliotter....accept first quit later.
