since november 2007, all of my requirements on the application to california board of nursing is submitted except for my license card (because at that time, I don't have license yet) i am worried now because i email the CA brn to confirm the status of my application but there is no response,.what will i need to do? is it possible to reapply again and pay the fees AGAIN!? thank you

Only if you have time and money to waste. Call them. You'll be on hold for a while but you have a better chance of getting an answer.
