county vs. tertiary hospital

I"m going to have an interview with an icu at a county hospital. i currently work at a tertiary hospital, and i've worked here for a few years, started there as a new grad. it is a tertiary hospital. i'm still young and would like to explore other venues and was able to, luckily enough, get into a critical care program in a county hospital.

i'd like to know what the differences are between a tertiary and a county hospital. from red tape to union (which my current employer doesn't have).

also, what questions do i ask the manager or a nurse working there? Thanks in advance.
