CA LVN endorsement into Texas

Hello there, so I was wondering if anyone has recently endorsed into Texas from CA? Ive been an LVN here in CA for 5 years and was looking into moving to Texas, but the Texas BON states a minimum requirement of 10 years actively working as a LVN before allowing an endorsement. Is this new? I sure hope I'm reading the requirement wrong. Someone please help me!

You only need ten years of experience to endorse if you want exemption from board rule 217.5.
