To answer your question, I would choose the school that had the most openings.
They choose by your time and date stamp then by school availability. So, say you have a time/date stamp of June 25, 2007 and your 5 choices were the "popular schools" that you personally wanted to get into - but those programs filled up before it got to your turn so you don't get into any schools. But say there is another person who has a date stamp of July 10 (just making these dates up), and that person chose to go to, for example, Mesa-Boswell which has a lot of openings - they could possibly get in before you, even though you applied earlier than them.

My boyfriend brought up a good point when I was talking to him about how I got into my 5th choice. He was saying its typical for programs like this to fill up the unpopular programs first, regardless of what pick it was for the person, so as to leave room in the popular schools. So with that logic, I'm guessing Phoenix College (the one I got into) isn't as popular. I'm not sure if there's truth to that, or if I just got into my last choice because I was one of the last people to be placed. Just sharing what I've heard. I've also *heard* that Glendale and Estrella Mountain are less popular options. Again, not sure if thats true or not.
I am a block IV student at Phoenix College currently. Back when I was on the waiting list, I had Mesa, Scottsdale, and Gateway as my top three picks (back then you could only choose three). I didn't get in during the first 2 weeks of placement. I saw that Phoenix college had 6 openings, so I switched and put Phoenix College as my No. 1 and I got in the next week. I didn't pick it originally because it is a pretty far drive, however I have been VERY pleased with the program. Great instructors, and very good clinical opportunity. I could have transferred to a closer school after block I, but chose to stay, and I've been very happy there. But, I would definately change your choices around to where ever there are available spots. Beggers can't be choosers...you can always transfer for Block II if you are unhappy.

I'm sitting on a waiting list like everyone else but naively picked my school choices based on what I want...not what I'm likely to get. So are the accelerated programs more desired and therefore going to take waaaaaaaaay longer? Should I bet chosing schools based on who takes the greatest number of students per semester??
