I could be wrong, but isn't Congress the only body of government that can alter the number of green cards to be given?

It's not about being in favor of it or not... In my opinion that sounds really really good (for those wishing to immigrate into the US) but mindofmidwifery is certainly correct when she advise people not to believe everything they read. There are scams out there and you had best be equipped with much knowledge (though you may not like what you find) so that you can make an informed decision.

I'm totally for it. I have always believed that if America embraces more immigrants, it will increase demand for housing and domestic consumption and will accelerate the economy. But what I'm trying to point out is, the president is not capable of increasing the annual limit of green cards. Immigration is not an executive order, it's legislative. And with a Republican-dominated Congress, I doubt that they will give in to the president's wishes.

I seriously doubt that any increase in the number of H-1Bs will create many opportunities for nurses. To get approval for an H-1B employers have to submit a Labor Condition Application (LCA) to the Department of Labor, certifying that they were unable to find qualified U.S. citizens or Permanent Residents to fill the job. With the current oversupply of nurses looking for work, unless you have an advanced degree and/or extensive experience in a hard-to-find specialty, that would be very difficult to justify. It's also a very difficult process for a foreign educated nurse to obtain a license in most states. If the number of H-1Bs is increased the vast majority of them will most likely go to software developers, engineers and other professions with documented shortages.

Be aware that there is a whole "industry" of scammers out there who, for a substantial fee, will offer to help people get to the U.S. for better opportunities. There may be some legitimate companies that do this, but it's hard to tell the honest ones from the crooks. The internet is full of too-good-to-be-true offers that prey on those desperate to get to the U.S.

Correct. The president does not have the power to change the law, create the law or change visa limits or allocations. He has the power to veto a law passed and presented by congress but congress can still override a veto.

It's not as simple as the president saying let everyone who wants a visa to come on over.

LCA isn't that onerous of a thing - it merely means they posted the job and didn't get a suitable applicant. If they want someone in particular, it's not hard to do that process. However it's correct that it's going to be for specialized positions that REQUIRE at least a bachelor degree, not any random nursing position.
