Ztrack technique

Hi all!  Hoping to get your input if the technique being used in this photo appears to be ztrack or not.
There was significant bleeding immediately upon needle removal that went down past the elbow. It’s not quite obvious in the photo but the shirt which was pulled up around the armpit was actually very tight and acting like a tourniquet. The concern is regarding if some of the medication would have leaked out as well.

You don’t use z track in the deltoid.  I also don’t see how that shirt is acting as a tourniquet.

The shirt has a wide elastic cuff that is not seen that is rather tight and is indeed acting like a tourniquet. 
 

Ztrack is most definitely used in deltoid at times.  Any thoughts on if the above photo is consistent with that technique ?
